A rotating proxy is a service that gives you a different IP address for each request — or each session — automatically, from a large shared pool, all behind a single endpoint you connect to. Instead of managing a list of IPs and swapping between them yourself, you point your traffic at one gateway and it does the rotation. The result: a target site sees your requests coming from many different addresses rather than one.
How it works
You connect to one host and port with your credentials — that never changes. Behind that endpoint sits a pool of IPs (thousands to millions, depending on the network). On each request, the gateway picks an exit IP from the pool and routes your traffic through it. By default the next request gets a different IP; with a sticky session, you can pin one IP for a set duration. From your code's perspective nothing changes between requests; from the target's perspective, each request appears to come from a distinct user. That indirection is the whole idea: distribute traffic so no single IP accumulates enough requests to trip a rate limit or a ban.

Static and rotating are opposite tools. A static proxy gives you one reliable identity — right when a target expects the same user to return, like a logged-in account. A rotating proxy gives you many disposable identities — right when you want to look like many users. Sticky sessions are the middle ground: enough persistence to finish a flow, then rotation resumes.
Network types under the rotation
Rotation is a distribution strategy; the IPs it distributes come from different networks, and the network matters as much as the rotation:
- Residential — real home-user IPs, hardest to detect, best for defended targets.
- Datacenter — fast and cheap, easier to flag, fine for targets that do not block aggressively.
- Mobile — carrier IPs shared by many real users, very high trust, priciest.
A rotating residential proxy combines a huge pool of trusted IPs with automatic rotation — the combination most scraping projects reach for. A rotating datacenter proxy is cheaper but trades away stealth. The right pick is the cheapest network that your target does not block.
What rotating proxies are used for
The common thread is any task that sends many requests to one destination and would otherwise get rate-limited or blocked: web scraping and crawling at scale, SERP and price monitoring across many queries, ad verification from many locations, and market research that must look like organic traffic. For a plain one-off request, rotation is overkill; its value appears exactly when volume to a single target is the problem. It is also, notably, not the tool for anything that needs a stable identity — rotating IPs mid-login looks like fraud, which is what sticky sessions and static IPs are for.
Pool size, quality and the honest tradeoffs
Providers advertise enormous pool sizes — millions of IPs — but raw count is the least useful number. What actually determines whether a rotating proxy works on your target is the quality and freshness of the IPs, their geographic distribution, and how many other customers are hammering the same addresses. A smaller pool of clean, well-distributed residential IPs beats a huge pool of recycled, already-flagged ones. Two questions matter more than the headline count: are the IPs ethically sourced (a pool built without user consent is both an ethical and a legal liability), and can you target the country you need (an exit in the wrong geography returns the wrong page). Treat the advertised pool size as marketing and judge a provider on success rate against your real targets during a trial instead.
The other honest tradeoff is cost versus stealth. Every request through a rotating residential pool costs more than a datacenter request, because residential bandwidth is genuinely expensive to source. Overpaying for residential on a target that never blocks datacenter is waste; underpaying with datacenter on a hardened target is failed requests and wasted time. The skill is matching the network — and the rotation mode — to what each specific target actually demands, which is why the flexibility to switch without re-integrating matters more than any single spec.
